In recent years, Odisha has witnessed a significant rise in cybercrime, posing substantial challenges to both businesses and individuals. The number of reported cybercrime cases increased from 1,983 in 2022 to 2,348 in 2023, with a notable surge in financial and social media-related offenses. A particularly alarming trend is the prevalence of online trading frauds. Between 2019 and November 2024, over 59,000 individuals in Odisha fell victim to such schemes. The majority of these cases were reported in 2023 and 2024, indicating a growing threat to the state’s digital economy.
In response to these challenges, the Odisha government has implemented several initiatives to bolster cybersecurity. The “Cyber Surakshit Odisha” campaign, for instance, focuses on educating citizens and organizations about cyber threats and promoting best practices for digital safety. Additionally, the state has established a dedicated cybercrime unit in Bhubaneswar, operational since September 2023, to address high-value cyber fraud cases.
To further strengthen the cybersecurity framework, the Odisha Computer Application Centre (OCAC) has developed a draft Cyber Security Policy. This policy aims to create a robust cyber ecosystem, ensuring secure online transactions and safeguarding citizens’ identities.

Collaborative efforts, including public-private partnerships and ongoing awareness campaigns, are essential to effectively combat the evolving cyber threat landscape in Odisha.
